Oregon treats law-enforcement booking photos as public records, but ORS 133.870 generally restricts agency release unless an enumerated situation applies. Those categories include the depicted person, law enforcement, certain case parties and victims, a pretrial-release court, specified investigators, a supported law-enforcement purpose, and a conviction resulting from the arrest.
A generic request does not guarantee access. The sheriff applies current law and other exemptions. Juvenile, sealed, set-aside, safety-related, or active-investigation material can face added limits. If access is denied, ask for the statutory basis and any reasonably segregable portion that may be released.
Release from jail does not erase the booking event. It also does not prove guilt. A later dismissal, acquittal, set-aside order, or amended case record may change what an image means and whether official access remains available.
Harney Mugshot Discovery Channels

The Harney County Sheriff's Office may publish an arrest-related image through an official press release or social channel. Local news can also carry a photo with a public-safety story. Independent archives and commercial photo sites may keep stale copies or labels. They are leads, not county records. ORS 133.875 regulates publishers that charge for removal, while ORS 646A.806 creates a consumer-protection route for qualifying outcomes. Does Harney Archive Released Mugshots?
No verified official Harney County released-booking-photo archive or sheriff app was found in the August 1, 2026 sweep. That bounded finding is Harney's distinctive photo issue. It does not mean the county never retained a photograph or can never release one. Inspect the current roster, then request the specified photo under the law effective on the request date.
Keep retention separate from web display. State Archives schedules apply by record series, and the roster is only an access interface. A court controls filed exhibits and judicial records within its rules, while a news outlet controls its editorial copy. Sending a request to the wrong office adds delay and may produce a record from a different event.
If a Harney booking ended in transfer to DOC, the county photo and later DOC image remain separate. Request each from its custodian and label it by source and date. VISOR may help confirm current Oregon custody or supervision, but it is not the official historical photo record.

The depicted person, a criminal-case party or victim, law enforcement, a pretrial-release court, or a requester relying on a conviction from the arrest may stand in different positions under the statute. State the relevant category accurately and let Harney County make the disclosure decision.
If the sheriff withholds the image, ask for the precise statute, the review route, and any nonexempt portion that can be separated. Paying the Photo CD charge does not override a restriction. Likewise, the existence of a roster thumbnail or an old independent copy does not create a right to a new official release. Record the response date because amendments and case status can affect later access.
A dismissal, acquittal, conviction, set-aside order, or pardon changes the context that should accompany a photo. Oregon's set-aside process can direct official agencies to seal records identified by the certified order. ORS 133.875 and ORS 646A.806 address specified commercial removal conduct and qualifying outcomes, but they do not alter the need to contact each lawful holder. Avoid any service that turns removal into a paid promise.
For a local news or sheriff press image, inspect the publication date and correction history, then retrieve the final Harney court disposition. For a DOC image, confirm the SID and status in OOS.
